Norfolk Successfully Implements North America’s Leading Mobile Parking Payments Service
Norfolk residents will soon be able to say goodbye to counting their coins to feed their meters. The City of Norfolk is implementing Passport, a service that allows drivers to pay for parking or add more time to their session right from their mobile phone. The City has partnered with Charlotte, NC-based Passport, the leading provider of mobile payments for parking and transit, to offer this convenient new service throughout all of Norfolk’s metered parking spaces.
“Paying for parking with a mobile phone provides drivers with a whole new level of convenience and flexibility,” Said Bart Neu, Parking Director of the City of Norfolk. “With Passport Mobile Pay, customers in Norfolk no longer have to worry about their meters expiring or having exact change. It makes parking practically hassle-free.”
Drivers can begin taking advantage of the new service later this month. Among the many benefits, users of the new service can choose to receive reminders before their session expires, extend their session without having to hurry back to the meter (up to the maximum time allowed), and easily keep track of all their parking payments.

With the Passport service, the meter won’t update to reflect time purchased by phone. However, customers will not have to display any proof of payment as parking enforcement officers can view payments through a wireless handheld device. Also, apart from paying with their credit card, parkers can also opt to create digital wallets on their app and enjoy benefits.
Local merchants can also utilize the new service to provide validated parking for their customers. Using Passport’s Merchant Validation system, Norfolk businesses can generate special codes that can be used by parking customers to discount their parking fees. This system provides local merchants with a way to increase foot traffic to their locations and build customer loyalty
