Forecasting Parking Revenue with Monit Data's Parking Monitor
The increase in revenues from parking in Dutch municipalities was in the news in The Netherlands. To help cities with forecasting the effect of paid parking policies on budgeted revenues Monit Data offers a tariff scenario module in the Parking Monitor suite.
This last Sunday NOS Nieuwsuur, one of the main investigative news broadcasts in The Netherland dedicated an item on the growth of paid parking. This broadcast focused on the challenges municipalities are facing with paid parking. Parking fees are a powerful tool to create a balance between accessibility and quality of life in an urban environment. It directly impacts traffic and parking intensity. But residents often also feel it as limiting their freedom and mobility. This makes it a political sensitive subject. In many cities the introduction and expansion of paid parking has led to local protest, with some plans being cancelled or decided by a referendum.
The Nieuwsuur item also showed that that municipalities are budgeting increasingly higher parking revenues. Adjusted for inflation, there has been an average 14% increase in the last five years. This increase does differ over the country. In some areas the parking fees are still free or remained stable, resulting in a net decrease compared to inflation rates. In popular cities such as Amsterdam, or tourist destinations as the beach town of Zandvoort the increases have been the largest.
The growth of budgeted parking revenues can be linked to three factors. Firstly there are more areas with paid parking, with an increase from 540 square kilometers in 2018 to 660 in 2022. Secondly the parking tariffs themselves have been increasing with a reported 6% in the period 2018-2022 for in the main cities. Finally, car ownership has been increased by 4% per capita.
