The City of Rennes Appoints Egis to Digitalise Paid Parking Enforcement
Rennes joins Paris, Montpellier, Rouen, Angers, Lisieux, Pavillon-sous-Bois, Arpajon and Saint Laurent du Var in the list of cities that have chosen to place their trust in Egis.
Egis strengthens its position as a major player in the digitalisation of paid on-street parking enforcement. Citédia Métropole has entrusted Egis with the supply of innovative parking enforcement management systems for the city of Rennes. The quality and reliability of Egis' technical solutions, systems integration and business support are key strengths of the offer, and the new service has been in operation since 2 January 2024.

This is made possible by a range of tailor-made, high-performance services. The partnership approach developed with the various municipalities and the technological choices made and tested over many years are proving to be important levers in adapting to the different types of markets and local authorities.
Guaranteeing successful operations
Egis is supplying Citédia Métropole with:
- High-performance ANPR (automatic number plate recognition) and PDA (personal digital assistant) control equipment.
- The digital control and operational management platform.
- GIS (geographic information system) for paid parking spaces.
- Digital platforms for managing parking fines and prior administrative appeals.
- The web platform enabling users to file a prior administrative appeal; and
- Management and use of the data required to set up a Parking Observatory.
The contract includes equipping two 100% electric vehicles with ANPR cameras and supplying 14 PDAs. A third vehicle will be commissioned in the second half of 2024.
Supporting public parking policies
The 5-year contract is being handled by SPL (société publique locale) Citédia Métropole, the operator for Rennes Métropole and the City of Rennes, the latter being responsible for managing paid on-street parking enforcement. It is part of a policy to manage parking in the city centre, with three objectives defined according to users:
- Welcoming visitors by encouraging short-term parking for commercial and service activities. Pricing for space and time, as well as encouraging the use of car parks, improves accessibility for visitors and reduces traffic congestion when looking for a parking space.
- Encouraging residents to park in both metered on-street and public underground car parks.
- Encouraging commuters to use the existing public transport services in Rennes and to park on the outskirts of the city, particularly in park and ride facilities.
The contract covers the control of on-street parking spaces located in the RED zone (for the inner city) and the GREEN zone (on the outskirts). At the same time, the City of Rennes offers special arrangements for professionals, people with reduced mobility and special situations such as moving house.
