Revolutionising Urban HGV Management: How Sagoss and ARVOO Support the London Lorry Control Scheme

The London Lorry Control Scheme (LLCS), managed by London Councils, controls the movement of heavy goods vehicles (HGV) over 18 tonnes maximum gross weight and operates at night and at weekends on specific roads in London helping to minimise noise pollution. Enforcement is carried out in residential areas during unsociable hours through restricted use of these roads.

To enhance the effectiveness of the scheme and its enforcement, London Councils are now introducing a new generation of ANPR technology to be used across the control scheme region.

The solution, provided by Sagoss and using ARVOO’s AI enhanced ANPR cameras will be rolled-out over the next few months and is based around ARVOO’s CityCam Sense camera technology. The CityCam Sense is already widely used for a range of applications, including: low-emission zones; tolling systems; and enhancing highway and rail crossing safety.

For this project, Sagoss and ARVOO will deploy the camera in three formats for optinal flexibility:

  1. 𝗦𝗲𝗺𝗶-𝗽𝗲𝗿𝗺𝗮𝗻𝗲𝗻𝘁 𝗶𝗻𝘀𝘁𝗮𝗹𝗹𝗮𝘁𝗶𝗼𝗻𝘀: with cameras mounted on lamp posts (using them as a power source) for short-term monitoring.
  2. 𝗦𝗵𝗼𝗿𝘁-𝘁𝗲𝗿𝗺 𝗱𝗲𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁: with cameras integrated into self-powered “Oscar” mobile base units, offering flexibility without the need for electrical installation work.
  3. 𝗠𝗼𝗯𝗶𝗹𝗲 𝗔𝗡𝗣𝗥: with cameras mounted on London Council vehicles allowing dynamic surveillance across various areas.

Arvoo CityCam Sense

A key attraction of ARVOO’s AI ANPR cameras within the overall solutions is their advanced use of AI for intelligent filtering and vehicle classification – this means that rather than sending all detected license plates to the back-office for Driver and Vehicle Licensing Agency (DVLA) lookup and filtering, the cameras intelligently send only the license plates of relevant vehicle categories. This improves efficiency and reduces processing costs.
